Werefoxes have that thing where there is a very high chance of one of their parents dying when they go through their First Change iirc, which keeps their population lower than it "should" be.
Granted there are mutually-bonded pairs of Kindred out there, it's just not seen as something you talk about in public for a variety of reasons.
Codependent is putting it lightly, also the fact that the Sabbat do exactly that to lessen in-fighting in packs, etc.
