For prospective new members, a word of warning: don't use common names like Dennis, Simon, or Kenny if you decide to create an account. Spammers have used them all before you and gotten those names flagged in the anti-spam databases. Your account registration will be rejected because of it.

Exactly this. While having access to mega/dynamax/whatever probably merits higher potential, Potential isn’t level/power. An S rank potential at level 1 is still level one and will likely get stomped by a level 20 F-.
As we have seen with events like Funko's recent takedown of all of Itch.io, the existence of those rules and structures does not mean anything when large media enterprises decide not to care and flex their power in the space, which QQ cannot afford.

The same way the current plagarism rules work? The mods are human beings, not law-robots that can be blinded under the auspices of technically following the rules. If posters suspect something is a repost, they’ll report it, the mods will investigate, and make a decision.
Ultima just explained exactly how. Some sort of demonstrable message from the original writer/rights holder, saying "yes, you can translate/repost this"
There is a difference between fanfic and a repost, or even a translation. Fanfic is new material constructed on existing ideas. Reposting/translating is the same material. That difference is much more likely to cause problems if someone wants to cause a fuss.
