    Space is huge... And they have instant FTL communications. The first thing the "No non-thanagarian" original colonists would have done when that vote somehow magically popped up in front of them was send an emergency call in to the homeworld.

    If the Thanagarian army didn't know, then the local Thanagarian's didn't know. Also you and others seem to be skimming over the part where Orange Lantern was supposed to arrange the vote. And that "Several Hours" isn't enough time to conduct a fair vote.

    A plebiscite is a direct universal vote. As the Thanagarian natives did not know the vote was taking place it was not a universal vote.
