(Partially) fixing the tag system

My current plan with the celestial stuff is to keep all the variants separate, but make the versions Synonyms, so all the 'forge' version tags will still exist as distinct text (how that interacts with search explained in 'how-to tags' threadmark).

30k and 40k are being kept separate.

People will still be able to make custom tags independently, as before, and I'm mostly trying to keep any meme/flavourful tags existent. The hard-synonym thing is for cutting down on the current and future number of dupes, but part of the feedback periods is making sure the proposed merges actually are semantically identical.
 
Alright, so I think I've basically collected all the tags I'm gonna organise for the third batch - if I missed anything relevant, I can always add it during the feedback period.

If all the 'smut' variants sometimes lagged my notes app, this one is breaking it. QQ says the second list was 4,104 words (including proposed canonical tags), whereas the new batch is currently 6,451 words (without any proposed canonical tags).

Now I need to organise it all into merge and synonym groups, and also somewhat by topic. Hoo boy.
