If you're writing an anime from scratch, there'd be no reason to have filler happen.
Anyways, a quarantine is probably smart. Especially if you get a studio with competent writing on the task.

Exactly. Just have a B-Story where it's like... In the equivalent of the Flyover States in the US, about something ancillary to the plot. Like, in the case of a Naruto setting, it's just filled with Ninja assassination missions. Have some C-Listers doing them, let the writers go nuts
