Stupid character limit. Anyways, the short version is that it would be a fed-up team of superheroes or magical girls taking over the city instead of the bad guys. Of course, some sort of bad guys would also be trying to take over.

In this case, the need for secrecy in regards to the takeover would be two-fold. First, to keep the military or other superheroes from getting involved to stop them. Second, because they're ostensibly good guys. Meaning they can't just murder their way through everyone in the way of their conquest.

Framing them for crimes to get them arrested, bribing them into following their lead, using blackmail to bully them into submission, and using mind control, on the other hand...

If I decide to actually do this, I'll need to set up some sort of system to keep track of who had done what. I would also need to plan out what the city consisted of beforehand, and come up with some system of what could be done each turn. Victory would be achieved by wiping out the bad guys.
