That's the thing, he's killing them instead of letting the law deal with them after he catches them. Killing is murder, it doesn't matter if they're criminals or not... as that's for the judges to handle.

I mean, I don't see that having happened to Lung or Kaiser at the beginning of the story.

You get 3 strikes. If you get caught you get sent to jail (if you escape or get broken out), that's 1 strike... if you do shit that's too far, that can be all 3 strikes all at once. Also, note that Lung has enough power to make fighting him a bad thing and he can fight Endbringers if need be... so it's contextual?

Given that Amai Mask is straight up murdering villains and criminals... those very same villains that help when an Endbringer hits the city. Look at Legend's speech at the Leviathan fight. As opposed to taking them to jail or calling in the cops to arrest them...

I'm just talking about Undersiders though? Besides, he is a Spiderman level character with basically "I can reattach any organ and it'll function as normal" type of tenacity, without any restraints. At the same time, it's not like he doesn't pick his battles, no? And he's smart enough to demonstrate his power to get as wide a berth as Lung, once he sees it's an option?

Here's the thing... is it just the Undersiders? Or is he like the OPM version where he outright casually kills all enemies? Even the harmless/helpless ones captured by other heroes?

There's not really a point in the story that the Undersiders just get caught early on. So he'll just kill them, for example, when they've run away and already evaded capture.

Technically speaking in Coil's dropped timelines... the Undersiders actually got caught, and in some cases... actually got killed (or badly brutalized by Lung and the Bad Boyz)... so, it's not impossible to catch them. But do note that if he makes a habit of killing villains, you'll get a destablized cape environment, which attracts Endbringers... soooo....

Because that Amai Mask is basically going fuck you to the setting and is working towards accelerating the downward spiral, kill villains, destabalize cape scene, trigger Endbringer attack, less villains around so more heroes die if the Protectorate brings in more heroes from nearby cities... which erm... yeah...

Well, it's just, this setting is just like ASOIAF in that anything is an improvement to its base, I think. It's not that the writer is so awful or something, it's just everything sucks in the setting inherently. So, even if he fucks around, it's entertaining, it's not handling the setting with kid-gloves, and it would be an improvement.
