Followup: How much of an energy-based element could they reasonably be expected to produce? (Such as someone with the Inferno Engine, could they snap their fingers and create a miniature firestorm constrained by their radius, or are they more like a strong firebender at first?)
So, for how strong they can become in time, there's not an upper limit. If you're willing to work on the timescale of decades and centuries then you can get up to some pretty ridiculous stuff. As for esoteric stuff... you can do quite a lot of weird shit, but they're not semantic superpowers necessarily and the weirder it is the harder it is to figure out and do.
Now for what they can do out of the gate... for Inferno Engine I picture Zuko/Azula/Iroh in terms of raw production, but an engine would have way more control. You could do stuff like force the fire to turn at right angles, persist indefinitely rather than just be a burst, and so on.
You also wouldn't need to move to wield it, though of course it's probably easier to get your head around using it if you do. And of course, the hotter it is the harder it is to make so making a relatively weak firestorm filling your radius would be much faster.
So Bender+ is probably a good way of looking at them.
So in terms of raw power the very best benders get close, but the starting Engines also have a bunch of tricks that make them way more dangerous. Stuff like creating matter to manipulate, allowing energy attacks to persist indefinitely within your range, or just be flat immune to most attacks with the element in question.
As for becoming omnipotent with all the engines... well, it depends on what you get access to with Unity and Devastation. If we're just talking training the Engines without getting other powers from them, there's a few things like gravity, space, and non-unity emotions that they don't cover.
