Only an idiot would try to set up on a substantial landmass - the empires of old have left a legacy of horrid monsters and mechanical abominations roving the continents and large islands of the world, far more powerful than anything the forces of the humanoid remnants can equal.

Brief resource raids, maybe, but the rule of the game is generally 'a small island is the largest natural, dry land base that you could possibly find and hold -some might be so lucky as to find a floating island or thing left by the precursors which is unthreatening enough to be cleared and used.

Beyond just conflict with other remnant nations who've built themselves places in the seas, skies, and deeps, there's also the (somewhat limited - the naval dockyards of the precursors have mostly been rendered nonfunctional over the centuries) threat of monsters of flesh and machinery churned out by automatic ship slipways of the precursors, piloted by programmed instructions.

These are merely moderate threats, because they are solitary by way of rarity and lack the access to maintenance and supplies their landbased counterparts have. Mebbe a magical girl using setting

Mind, magical girls are /strong/ weapons, but the real thing with them is how efficient they are...it's a matter of them being so much less resource intensive than their equivalent warship or what have you. Plus, magic is.../the/ free fuel.

MGs aren't really equivalent in raw firepower over time, or defensive strength, generally...but they're equivalent to ships and planes and such in battle effectiveness because they're so hard to hit.

I like this idea, would undersea caverns and caves be safe? And would "floating" islands in the sky be a thing?

Depends where they are. The precursors mostly shat up the land, but...
And yeah, I mentioned floating islands, didn't I? Problem is, those things were created by the precursors, so a good number of them are as dangerous as the land - though some not enough so that they're impossible to clear out and claim.
