well, canonically, it was steven stone's dad who tried to steal the dragon tribe's green orb thing that they use to worship rayquaza that killed rayquaza's miko, which caused them to lose rayquaza's blessing (like how ho-oh left johto), and then caused zinnia, who was miko's bff, to infiltrate the two gangs

cuz she thought if groudon and kyogre fought, rayquaza has to show up, but they became origin form, which made them too strong for regular rayquaza who lost his miko, which means no mega rayquaza, and anyway, she did this because of a prophecy of a world ending meteor that is coming and they wanted to shunt it into the dimension next door
