The reason I've been asking about layering is that the icons that say their cost and effort requirement overlap the picture space, so without it being divided into layers you can't put a picture into that space without covering up half of the icons.

In GIMP, what I would do is:
* Open the image
* Insert the character picture as a new layer
* Put the character picture underneath the template
