    A lot of these Pokemon stories with "potential" as an attribute seem to use it like the number of stars a gacha character has in a mobile game; it doesn't mean anything, but it evokes an emotion in the reader that makes them feel good

    So if we stripped it down to its utilitarian form, then it would just be a limit of what level a Pokemon can get to before unable to level up anymore
