Spiritual Collectivists, assuming Post-Istrumentality. All of Human/Lilin is now a single entity, and that entities focal point is all based around religion.

Honestly, Evangelion Humanity (combined with Lilith) would probably work as a Fallen Empire, and I'm having a hard time seeing them as anything else.
