    Cecil's options aren't exactly numerous. Any agents he may have are either dead, injured or engaging in fighting the other variants. Plus, few of them are actually capable of fighting a Viltrumite and actually having a chance at winning. The Reanimen gave some of the best showing in the series.

    They do actually. When they were still unsure what was happening with Nolan they tried to surprise him in the dark, only he reacted before they showed themselves. It was sort of a clue that pointed to him lying about being caught off guard when the Guardians were killed.
