That's one hypothesis they can come too. Alternate hypotheses could be that it only protects from some Thinker powers (for example not from empaths) or that you need to be in a room with her to Thinker her. With powers there are a lot of options to be considered.
This is in fact not true at all. Cauldron thinks naturally triggered capes are untrostworthy and worthless against Scion. Their hope is to find some golden solution somewhere in Eden's corpse, like a better (or even just a second) Eidolon.
It's less "rule-breaking" and more that shards have a lot of latitude. If they like what you do, you get increases in power, or less restrictions, or whatever. If they don't like it, well, then you get for example bursts of uncontrolled power usage, like in Canary's case.
