I'd argue that the facts of the situation would be completely irrelevant to Dorothy except for Joe's own thoughts on the Ark. But I suppose you're right in that the only way to figure it out would be further insights on their relationship and the subject actually showing up in this story proper...
Are you surprised though? Canonically she only lost her guiding light to the Raptures, one she got close to in the course of a last stand. The Ark might have backstabbed her, but they didn't actively take away her light AND leave her for dead. Here, her close friend that got to know her over...
There hasn't been ironclad confirmation of Anderson's former command of Goddess Squad, but his CG art in Red Ash is very similar to his appearance in the campaign. It's implied, pretty strongly with the same VA and all, but not yet.
