Can Captain Picard (and Crew) Prevent the Third Impact (Neon Genesis Evangelion)?

Captain Picard and the crew of the Enterprise D, as of 2370/Season 7 end up in the universe of Neon Genesis Evangelion as of the day before the start of the episode "Angel Attack". Due to the obvious interference of non-human beings the Prime Directive is determined to not apply to the NGE Earth (NGE-E)

The Enterprise D computer, as a FTL enabled quantum computer, is able to effortlessly break through the digital media/encryptions of the NEG-E, likewise for text communications that are visually observable.

Can Picard prevent the Third Impact by non-violent means (I.e. sus and talk out the Children and some NERVE personnel from committing) or violent means (I.e. the Enterprise photon bursts above the JSSDF personnel, killing them in one blast, and dissecting the Mass Production Evangelions with phaser and photon fire)?

Federation Psionic Species, such Betazoids and Vulcans, shall be assumed to be innately compatible with the EVA Units.

Bonus Scenario: The Enterprise D shows up at the start of the "Rebuild of Evangelion", can Picard and the Crew prevent the initiation of the Third Impact/Pseudo-Third Impact from occurring?
 
I'd assume so. Not that familiar with ST, but they've dealt with significantly weirder things. Just being a spaceship would give them a lot of clout for negotiations or informing people what's going on.

NGE also doesn't really have anything to prevent the Enterprise from just Beaming people up to their ship to talk with them.
 
Probably, they've faced godlike beings, evil empires and a lot of other things.

With the way the Star Trek show typically goes, they'd accidentally a black hole again, find themselves in Neon-land, teleport down to the funny energy signatures just in time for an Angel fight and end up watching a mecha fight it, with the Captain or whoever requesting sensors on full and finding something sus about the more alive than it should be mecha and investigating/infiltrating Nerve to figure out what's going on and meanwhile the crew onboard the ship will investigate and try to find a method to track and defeat the Angels and to free the Evas, what they'd see as enslaved and augmented beings.
 
If their willing to bend their own rules, they can tjme travel. As long as they don't get tanged they get as many do overs as they want.
