I've been using a very old camera all this time (it's like 11 years old now, I think).

I want to actually film video of better quality than the people that do so effortlessly with smartphones.

In around a month, I'll finally be able to set aside about $1K (up to 1200-300) for this.

Video (possibly 4K) is the priority, though I want photo as well.

Which should I get?

What are you planning to use it for?
 
The primary goal is videos. I film two primary categories of footage:

-filming a stage with the camera on tripod


-filming somebody while they pose or walk, from different angles

(I will need to get a camera gimbal later when I save more)

The secondary goal is photos (well, see the "cosplay hotties" thread for the kind of shots that I want to be able to take in good quality).

My rules of thumb for consumer electronics:
* Don't buy the cutting edge, it moves, let some other sucker pay to fix the bugs
* Figure out your minimum desired features.
* Buy Japanese by default (Korean or Taiwanese nowadays for phones and silicon)
* Avoid Sony, they tend to be expensive for not many more features.

Going by what you said, it looks like 4K is on your list. I'd suggest EIS (electronic image stabilization), OIS can be really expensive. If you want to shoot in lower light, I'd suggest a bigger aperture size.

That said, I'd go for Canon or Nikon as first choices, with Panasonic as a third choice.
