On the other hand, this will stop people from surrendering, which leads to more people dying on all sides. There does need to be some kind of solution to the whole "R'hllor wants her to burn people alive on a regular basis" thing, but this probably isn't it.

I'm not sure how much R'hllor actually wants or needs human sacrifices and how much of that is holdover from the religion's origins among the sorcerers of Asshai. The most stunningly impressive of the Red God's miracles requires no human sacrifice, just a red priest to perform the ritual and boom! Resurrection. The fire magic we see them using doesn't even require spilled blood, it's just risky for anyone who isn't immune to fire.
