The joke would be, "Well, time to conquer it." It was how he lived his life, but that was always on another's orders, likely from the day he was born, so it is hard to say whether he would do anything. He could realistically decide to live as a hermit.

Is he still a Homunculous? If yes, can he consume the souls of others to replenish his Stone?

In this situation he is not a homunculous, but a human, Bradley's advantage in this situation is that he is now around tatsumi's age. That said he does keep all his memories and personality
