I'd remove race creation from avatars, and potentially bump up the first age cost of avatars as well. Turns would resolve simultaneously over a set period, with editing allowed until the final moment. IE: everyone would post and things would resolve with the current status of everyone's decision at a set time, rather than in order.

Perhaps simply remove the avatar's ability to create race during the first age, or add a extra cost to it like 1/3 rounded up of the regular cost of creating a race.
 
Giving cheap access to Create Race and then cheap access to Command Race defeats the entire point of having the era split and the high cost. I'm really not a fan. If you really need a race to come out early to fit the mythology you want, then save up and spend on it.
