I've read a story a while back where mc befriended a Supervillain in DC that had the power to enter fiction and get their powers, gear, items etc. Be it from TV, movies, books, games...

I think it was a teen titans story. With mc getting close to raven.

I can't find the story, does anyone know it?
What's the power called?
What are known characters that have such powers?
What are known limitations?

Sounds like Birds of a Feather by dogbertcarroll on ff net, he's also got a sequel starring Control Freak called There's Nothing Wrong With Your Television.

The power Control Freak uses according to google is video warping but really it's just a technological version of the far more common libromancy.

As for limitations Control Freak seems to have none aside from needing his remote or a similar device along with a screen to use.

Libromancers in general usually have a limit of how many things from a book they can take, or sometimes they have to experience the entire book before they can leave it, varies really.
