    Holy shit. I thought it was dark before.

    In Real Life, they don't. It's just a common belief from TV shows that lie to you to create tension. Mind you, it could be true in-universe, as one of the new laws that came from Scion and capes showing up, or a department policy that likewise comes from butterflies.
