A new nation has arisen due to the events of the last few years, the United Federation of Planets. It is an unprecedented experiment formed from five nations and four species. With the Federation Defense Force as it's defense arm and Starfleet serving as its exploratory arm, it is hoped by many in this new Federation that there recent bloody history can put behind them and that a bright and peaceful future lies ahead.

Refit

[X]Intrepid class refit

The refitting of the FSS Pioneer and the FSS Republic to the specifications for the new sub class has begun. When the refit is finished these ships will be a bit tougher and able to hit he harder. Unfortunately moving the FSS Pioneer from Tarod IX has resulted in major protests from the colonists and the colonial government lodging a formal protest with the Federation government. The memories and scars of the Romulan War still run deeply. Especially on Tarod IX. Best to shift a FDF or Starfleet ship there to allay the fears of the colonists.

Result: FSS Republic begins undergoing refit at the 40 Eridani A Shipyards and the FSS Pioneer at the San Francisco Fleet Yards. Refits will be finished by the beginning of Turn 3. Protests on Tarod IX over the moving of FSS Pioneer.

[X]Diplomatic push: Bynars

The diplomatic mission to Bynars headed by a team of Vulcans, who have best the relations with the Bynars, has netted some results but not much. The Bynars find the Federation fascinating and are curious how its technology base from four different species will progress, but are gonna wait and see the Federation turns out and how the Federation develops before considering joining the Federation.

Federation News

Member states build new shipyards: Two of the Federation's member states have constructed new shipyards due to the need to replace their donated shipyards to the FDF. United Earth has constructed a shipyard at Jupiter and one at Venus both starting off with two berths but plans for building more berths in the future. The Venus Fleet Yards will begin building for ships for the United Earth's new fleet. As well due to United Earth being major supporter of Starfleet, it has donated the new Jupiter Fleet Yards to Starfleet. The Andorian Empire has constructed a new shipyard consisted of six berths at Weytahn to resume building ships for the Andorian Guard. The Vulcan government is currently having fierce arguments by Vulcan standards whether they should build a new shipyard or even build new VDF ships at all at the shipyards at Tellar or Alpha Centauri III.

Federation membership referendums: The governments of the Confederated Martian Colonies and the Luna Colonies have approved referendums to be held on December 8th and the 15th. Concerns have been raised by members the Andorian and Tellarite governments of admitting Luna and Mars as it would lead to a Human dominated Federation Council. The United Earth and Alpha Centauri Concordium have fired back wondering if these were Andorian and Tellarite colonies being admitted, would objections still be raised by the Andorians and Tellarites.

The Federation isn't even three months old and it will likely add two more members in December. Though that isn't without controversy. The Federation Council is debating the establishment of new colonies to expand the Federation's territory though some want to wait till the FDF size has been increased to be able to defend the new colonies. As well the Admiralty of both Starfleet and the FDF are badgering the Federation Council to start building Minuteman class and Discovery class ships in large numbers so that Starfleet can be shifted from defense duties to exploration and that the FDF can begin patrolling Federation space besides the border with the Romulans. As well the FDF doesn't feel it can respond well to future crises with it's small size.

Federation Defense Force

The Federation Defense Force or the FDF is the newly formed military of the Federation. When during the talks to form the Federation it was suggested that Starfleet be responsible for the defense of the Federation, the Andorians very strongly disagreed. The Andorians argued that a Starfleet with both defense and exploration duties would be torn between the two and hurt its ability to execute both missions. The Vulcan's found this to be logical and supported the Andorian position. As a result the FDF was founded. The FDF has found itself spread thin in the aftermath of the Romulan War. However with it's three shipyards at Earth, Andoria, Vulcan and the resources of the Federation, the FDF shall begin building up its strength.

Vulcan disbands the VDF: In a not that surprising move the Vulcan government has decided to disband the Vulcan Defense Force. This is but the latest pacifist decision by the T'Pau government. As a result a sizeable number of both officers and rank in file of the VDF have requested to be transferred to the FDF. When they are approved it is expected that the percentage of the FDF personnel that are Vulcan will sizably increase.

Mars and Luna join the Federation: The membership referendums for Luna and Mars have been conducted and Mars with 88.9 percent and 90.7 respectively in favor of Federation Membership. Both nations become Federation members in a elaborate ceremony held in Paris on January 20th, 2162 and now each have a seat on the Federation Council. In related news after the referendum votes ended the Vulcan government announced that it viewed complaints against Martian and Luna membership due to fears of them creating a Human domination of the Federation Council as prejudicial and fear mongering. Many political analyst view this as a way for Vulcan to have a say in the likely to form "Human Block" on the Federation Council.

Pirates target Federation shipping: Orion and Nausicaan pirates have begun targeting Federation shipping routes due to the lack of patrols by the FDF or Starfleet. Protests have been lodged by the shipping unions with the Federation Council. They have as well informed the Federation Council that if they are not protected then their members ships will wait in port. Such a move would cause the Federation economy to grind to a halt and would hurt further expansion of the FDF or Starfleet.

Tarod IX protests continue: The months long protest on Tarod IX continue over a lack of any FDF or Starfleet being stationed in the system. Tensions are growing on the planet and there is growing feeling of the Federation government not caring about their safety. There is growing concern that the protests may soon turn to riots over the lack of protection for their system.

The Federation now boasts seven members. Both Luna and Mars have joined the Federation. As well both the FDF and Starfleet are larger with new ships entering service. Though not everything is great. There are the continuing protests on Tarod IX and the shipping unions are going berserk over the Federation not protecting their members. Action needs to be taken or they will go on strike and that won't help the Federation economy. Be advisable to build the cheaper Starfleet and FDF ships in larger numbers starting this quarter.

After debating it the Federation Council has agreed to Luna's offer. The Luna Wolves Shipyards has been built and consists of 4 berths. The people have found the shipyard's name to be goofy but they have quickly taken to the name and have designed a patch for those in Starfleet working at the shipyard. Also it's construction is welcomed by the people of the Lunar Colonies as it viewed as a way to ensure Luna can attract more colonists. As well as part of the deal Luna has provided the resources which were used to build the four Minuteman class ships SRN-64 to SRN-67 at the San Francisco Fleet Yards.

A sizeable number of ships were completed this quarter or reentered service. The two Yorktown class ships FSS Lexington and FSS Akira ordered nearly nine months ago have been completed and commissioned into service. The trials of the FSS Republic and FSS Pioneer have been completed with no issues being noted. As a result you begin constructing ships of the new Daring sub class. And finally but not least is the construction and completion of the Minuteman class ships SRN-32 to SRN-70 which now makes this class the backbone the FDF fleet. Thirty four of them were constructed at the Andoria Shipyards and one at 40 Eridani A Shipyards due to accidentally thinking all berths at the Andoria Shipyards were available. The final four ships of this order were built at the San Francisco Fleet Yards as part of the deal with Luna. This massive order of ships has mollified the shipping unions but they do expect some them to be deployed on patrols including shipping routes.

There was some debate over the decision to establish diplomatic relations with the Xindi. Whether the Xindi even wanted to or if would go over well at all with the people of Earth and her colonies. Still the Council approved of establishing relations with the and dispatched a new diplomatic ship with a Warp 7 warp drive to arrive at a reasonable time at the edge of Xindi space in the Delphic Expanse. The Xindi were quite surprised when your diplomatic ship hailed one of their traders that you wished to established diplomatic relations with them. They had assumed it would be many years till Earth would want anything to do with them due to their actions during the Xindi War.

They were as well quite surprised by what had happened in the eight years since the end of the Xindi War. The alliance between United Earth and other governments, the Romulan War which killed billions and finally the formation of the United Federation of Planets with Earth being its capital. As well the Xindi expressed great regret for what they did during the war and strongly insisted on paying reparations. Before your diplomatic ship left, a Federation embassy was established on Azati Prime and left with an escort of Xindi freighters containing quite a bit of resources and Xindi warships to protect them. The convoy after a few weeks of travel arrived in back in Federation space. The Xindi unloaded the reparations on Tellar and established an embassy there before leaving.

Protests on Earth and it's colonies over establishing relations with the Xindi quickly petered out with the Xindi paying reparations for their actions during the war. This will have been by far the most successful diplomatic mission by the Federation so far.

Federation News

Pirate raids increasing: Raids on the Federation shipping by pirates has rapidly increased during the last three months. The reason being for this escalation being the sizeable fleet being constructed at Andoria and the FDF pledging to put an end to the pirate raids on Federation shipping routes. This major shipbuilding order came after the shipping unions put heavy pressure on the Federation Council and threatened to go on strike, which would been a major blow to the Federation economy.

The FDF is quite larger than it was at the beginning of the previous quarter as the result of the major starship construction order approved. Still the FDF brass insists you need build more ships for them if they are to be able to defend the Federation from all known and unknown to the best of their ability. And Starfleet want's to begin doing what it is mandated to do. Explore and meet new civilizations. As well the shipping union are expecting you to begin deploying ships to protect them from pirates. Luckily in part because of the Xindi you do have the resources to greatly expand both Starfleet, the FDF and show that the Federation can defend it's people.
