The empire is stupidly competent and competently stupid:

So. The empire. Is dumb.

Shocker I know. But also. It's (title drop) stupidly competent. Let me explain.

You see papa Palpatine? He's smart. Overly smart. Practically a genius. Engineered a plot to destroy His order's oldest enemies. Practically decapitated, desecrated, and defiled their legacy. has a sweet new super weapon on the way And is now at the head of creating the first galactic empire

Except he has one major issue (and multiple smaller issues. But we will get to that). He drank the dark side cool aid. Which means the tools he used to get the position of emperor are now going to trip him up?

Palpatine is smart enough to know that If he wants a successful empire. Then he can't make it alone. He's smart enough. He needs people who know how to make his army, navy, imperial combined arms, intelligence , propaganda, and government. Everything. Palpatine's good. A workaholic, and an efficient one at that. But when you're the best at being good at everything. You're the best at nothing in particular.

So he thought ahead. Even before he had killed Plagueis. He had started to recruit people who specialized in these types of empire building skills. People who were A. loyal to him. And B. Not afraid to get their hands dirty.

So he got officers, engineers, force users, cultists, bureaucrats and a whole deluge of people who were perfect for the job of creating an empire. The job of creating a SITH empire.

You see there was just a small issue. The people he hired? They are perfect for an already existing Sith empire. A republic turning into a Sith empire? Not as much.

Palpatine was smart enough to follow the recipe of previous successful Sith empires. Added all the right ingredients. But unfortunately he added a little too much of everything. All at once.

As a result of that type of fuck up. Palpatine has elite soldiers (note: the average legends and this au stormtrooper is near cannon death trooper badassery. Imperial army is much more common and average cannon stormtrooper level.) that can devastate most enemies and targets. getting trauma and PTSD from having to commit so many massacres on civilians And casual war crimes. Where they double down on the evil or suffer poor performance from the lack of sleep due to constant nightmares.

Then Palpatines have your legions of vehicles and ships that while powerful and intimidating. Have people who decided that "HEY. we should use only one or two types of vehicle and ships for literally, EVERY FUCKING SITUATION. That sounds like a great idea!" and that's why you have star destroyers taking the job of a simple gunboat by patrolling systems for criminals and allowing 90% of them to escape. Because capital ships? Aren't particularly fast!
(note: this does vary depending on the sector. What with different variants and access to different types of ships. But it is generally the rule of thumb.)

Then the inquisitorius ( and the other minor dark side orders that worked for Palpatine). What would have been an awesome order of dark force users that hunted jedi and force artifacts down is filled with so many "Starscreams" that( while Palpatine is probably having a great time) but doesn't exactly scream " we will 100% any job"! Especially the killing notable jedi kind of job.

Then we have the thing that most certainly killed the empire in most timelines. The imperial officer corps. Full of glory hounds, buffoons, incompetent spawn of the imperial elite, and actual psychopaths that don't belong anywhere near a military body. With competent and reasonable officers in positions of power being so rare. That they are practically an endangered species. With Thrawn being a prime example of how rare a competent officer is. If you count the number of times that the arrogance of an imperial officer won the rebels victory with your hand. You would probably need the half hands of the population of coruscant…. Why you would go out and seek those hands is beyond me though. Are you perhaps a llama? (llama with hats reference!)

And finally, imperial intelligence. And being real. That was just straight up a cluster fuck of epic proportions. With the SCP foundations being understandable in comparison to that utter state of an organization.

The only two organizations that really did their job were the ISB and COMPNOR. Simply because the concept of a secret police is already an evil enough practice (which means you suffer problems like the officer corps) . And if you design an entire government branch to be controlled by psychopaths and sycophants (like COMPNOR) then you get an entire government branch controlled by psychopaths and sycophants.

Plus the inherent racism, elitism, and every other ism in the empire does not help the situation at all. And that rock solid foundation of the empire that might have been? Now just an elaborate house of cards that can get blown over by some little heist or explosion at a tie factory.

So yeah. The empire. Is really dumb. It's why you see its successors ( at least the ones not made by Sith) working out so much better.

TL;DR trying to turn a democracy into a totalitarian dictator ship requires a bit more time before you can go full supervillain on everyone.
