For once I'd like to see those SHIELD agents attempt to kidnap someone to conscript them and that person calls the police and the press about SHIELD ignoring the Bill of Rights of the U.S. Constitution.

In the case of the fiction I was searching for, I don't remember the relationship being all that adversarial.
