She was created not only as an automated secretary for the maidens, here, but also contains a tiny shard of Nox's power, bound deep within her, for she is also the control mechanism through which the maidens manipulate the bound god and through him fate (though they cannot use her to interfere with Autocthon's orders to Nox).

Essentially, when the maidens come to agreement on what is to be done, or WOULD come to agreement if they found the time to think of things, the little sister dispatches orders to sidereals via Nox and the loom, or directly roots out a glitch or something using Nox.

She may also have been the container for the nocturnal exaltations, which may have been set free as the increasing chaos and out-of-fateness of the second age, and the return of the solars led to the maidens no longer even being able to agree on 'we shouldn't let the nocturnals go free', or at least caused the part of one of them in the little sister to disagree briefly.

As a result, the little sister let the nocturnal exaltations go.

Additionally, the growing gridlock in her pseudo-mind composed of the priorities of the maidens has caused her to cease actually giving orders to Nox, letting the bound god act with complete autonomy, insomuch as he has the mind to do so.
