I could say adoption is another and very common way of tying lesser demons to you and your family. Except this one is a more equal relationship rather than a explicitly master and slave one. Could be that he wanted a quick power boost.

Which would be frowned upon by the elites of hell because adoption is not for power but for tying families together. It would be seen as a tacky and tasteless move on his part. A good way to tie in his senseless ambition, along with his character arc. Ambition used to be his only goal in life until he met Loona.

I think it should be a big mystery. let the character's constantly second guess themselves as to why they are here? Why do they deserve this? We were good people? We didn't do anything wrong, this is a mistake. Basically take a normal family on the outside and show just how monstrous they can be to survive, as hell slowly reveals who they really are.

I like that. It ties in with the whole hell is just an ever changing field of emotions and perceptions rather than a physical place. If people forget you exist, you stop existing.

And Cain will either grant that person's wish by destroying them or he will talk to them and try to help them through it. He basically give's people the peace he could never find.

Canon wise they are stuck in Pentagram city in the pride ring.
Which leaves the other rings full of Imps and other Hellborn, and not sinners, which I find weird. All the sinner demons are under Lucifer's domain in one city, and the other demons just exist
