I kind of like the idea with Mineta that it starts out looking weak, but as time goes on and he evolves as a character I'll give different choices to the readers as to how his powers evolve too.

I kind of like the idea with all the characters, in that by training and learning from Robin there powers evolve too along with their personalities. Make it seem like quirks are a lot more interconnected with the person using it rather than a purely physical thing.

Quirks with more inherent growth potential? I like this. How can he show off being useful and risking using his power on himself during the Nomu attack

Spoliers, but Robin is going to use her illusion powers to keep the Nomu distracted and away from the students, while trying to kill it with enough bullets, and Mineta will set up a trap with his powers gluing it in place for a few seconds so everyone else can wail on it.
