With NightCity most of everything is dominated by Arasaka and affiliates at least on their payroll or nominal loyal to them. Nightcities unique postion of independence from the new usa is maintained by an Arasaka aircraft carrier camped out in the harbor, and the cities prosperity is maintained by acting as a semi-neutral spot to trade with the new usa outside their jurisdiction.

But Nightcity itself isn't just the city, it also a decent chunk of the desert surrounding it which has various smaller gangs, calns and of course nomad tribes roaming around who try to stay neatrual and speaking of neatrual New Usa is trying really hard to dislodge Arasaka and various mega corps affiliated with them are trying their hand at gaining control.

So while their is on paper a truce between them, under the surface Night City is one of the bloodier battle grounds between various copros. Which means any potential up and coming gang, edge runner warloard, are all getting watched by these corpo to get recruited into working for them in a really complicated and unseen chess game for control.

In cyberpunk the usa basically splintered apart into different warring states, mega corporations, and military units. Basically what happened to Russia after the soviet union fell except times it by ten. The New usa or NUSA is basically the usa's attmept to reconquer and reestablish control over the continetal usa.

Nomads are as the name implies, during when the US collapsed clans, tribes, and families escaped out into the wilderness trying to avoid the chaos of the cities and basically formed their own cultures and micro communities that travel around doing various odd jobs.
