Well the original idea was just a experienced fixer for the business, basically a combination of a spy, saboteur, and lawyer for the company going around solving various issues as they happen. Being given leadership over the idol's as a reward for doing a very dangerous mission and basically burning his cover in the process. Plus he could guard over them from companies that might try to poach them.

With devil Alter's I like the idea of their being a chaotic and lawful evil. With the more lawful types willing to sign contracts and make deals that'll let them live relatively normal lives as long as they contribute some how or someway to the government. But some still find enough leyway or leverage to do evil acts.
