That's what I'm thinking. She wasn't a full on puppet master over everything, she didn't create the idol company or choice the MC for his position, but she saw an opportunity and decided to take advantage of it and is an ally of the MC even if she has her own goals she's working towards.

Salem's big thing is still immortality, but her backgrounds different. She was a doctor that suffered from cancer and in her desperation to find a cure gained her devil powers, which is mainly centered around the creation of monsters and the ability to manipulate the biology of her creations and herself. And now with these powers her entire goal is to create a way to share this newfound immortality with her family.

With the big thing holding her back is that her monster's biology does not play nice with human biology and trying to find a way to mix them has disastrous side effects. Along with a family that has turned away from her as she's increasingly become more ruthless and detached as the years wind by and the fears of her children dying and leaving her utterly alone has pushed Salem further and further.

Immortality is something that naturally happens to all demons, and magical girls as long as they hold on to their powers, but the big draw back is by becoming a demon you fundamentally change from who you were before. A big plot point is how a demon's memories and relationships from the past are fundamentally warped from the process.

As well as just in general, they aren't as attached to normal human's and have a lot more trouble forming connections. Plus becoming a demon is incredibly traumatic so that effects them too.
