Don't know the reference, but psychic crystals with unfathomable power and harnessed through emotions has been a staple of sci-fi for decades at this point. Everyone from Steven Universe, to the Power Rangers, to Madoka Magica.

Star gems. Aldrean power crystals. Whatever we call them. Have this cyberpunk scifi world of bounty hunters and corps and in between the ancient glowing mysticism of old days never left

Could also take a little from Borderlands and have these various mercenary groups fighting over ancient ruins and alien temples that hold the most star gems, maybe throw in a little Metroid or Tomb Raider with ancient traps and droids guarding these ruins.

I was thinking a pre great empire shattered and in the collapse technlogy flourished while Gemlore become something kept by noble houses and secret covens and folk traditions

Base idea was two brothers. Older a Gemlord older brother and a younger cyberpunk scoundrel with VR tech brother. Two non femboy protags taking over a planet and turning it into a bimbo porn parody logic paradise

Trying to survive a massive galaxy of corporate powers and interplanetary governments at war. Growing into ideology and meaning in their scheme becoming emotionally important to them.

Well I mentioned that the symbiote takes the form of clothes, have to keep with the original Kill La Kill theme you know, and that each magical girl will have different themed outfits that correspond to different fighting styles, attacks, and weapons that they can switch between.

Now a big limitation of Magical girls is that it takes a little while for the costume to change, so whenever they fight it's almost like playing rock paper scissors since they have to choose the right tool for the job before hand. Obviously different weapons will work better on a large slow moving monster and a fast ranged one. And a big part of magical girl combat is scooting ahead and choosing the right outfit.
