I thought they were going to make him an antagonist in the beginning, probably along the lines of that he still loves and respects Charlie, but thinks her goal of redeeming humanity is stupid or inherently flawed because Heaven would never allow it.
So you would have this complicated relationship, where's he doing all these schemes and ploys to try and break her hotel and get her back home where she can go back to being his little princess, locked away from the mean world. With either Charlie having a break down and running away making him reconsider, or her taking the offer and needing her dad to convince her to back out into the world since she's doing good.

Writing God is a real pain in the ass though. It's the same issue with writing any kind of omniscient figure, combined with the controversy of using a religious figure. I mean I'll help you, but it's one of those things where if you don't do it right it'll sink the whole story.
