But it's something the Chaos gods are trying to push. Not because they want her to win, but because they want to bring out the worst in people. It's what they're trying to down with the Emperor by pushing him into a god of order, and is sort of the same thing they want for Charlie. But you're right. Charlie is not going to be sleeping with millions of people. So she'll have her favorites that are all collectively married to her, with heroes and future generals going through a ceremony to marry her once they enter her inner circle. Where as everyone else at the bottom will have their own families and clans, with Charlie as the example of the way a husband or wife should act.
