Basically the title- I have tested the connection with cellular data and it connected without issue.

Phone is an old iphone, if that's relevant.
 
Could possibly not be a QQ issue, could be blocked by your ISP (for some reason), or if you have improperly managed network parental controls. Or if you're on work wifi, it could be blocked by your I.T. department.

Wifi is complicated, and you didn't provide a lot of details, so this just what I could think of at the top of my head
