These are Konoha shinobi.
They will be looking for smarts, leadership and forethought.
Combat ability just gets you in the door.
There was a reason that Shika was the only chuunin promoted in canon.
They
might overlook the international relations bit as due to ignorance, provided you didn't go poking at allies.
Or at least didn't get caught.
But it wouldn't be unreasonable IMO to expect a chuunin candidate to consider things like that.
