On the canon issues with Time Spiral; you have to remember that Dominaria is the center of the multiverse, it's nexus. That's why it was a big deal when the incidents of Time Spiral occurred and why multiple walkers came to fix it. They Phyrexian War and what happened with Karona didn't help things either. (Also some things about what happened setting wise in time spiral just bugs me and you aren't likely to see a canonical system around. In this universe/setting, how it works is that when you first become a plainswalker, your a neowalker, but as you get older and more powerful, you start hitting oldwalker power levels and abilities. It has always been like that, and nothing done to one plane has affected the entire multiverse, even plainswalkers who have never heard of the plane or had anything to do with it.
And no, unless things go really wrong, you aren't likely to run into another potential/actual plainswalker anytime soon. Other MTG style mages? Maybe)
