So the ending always bugs me. It seems that Naruto never got the Nine Tail fox but instead only 4 and a half tail. As we know his father separated the 9 tail power in half which makes it 4.5 tail. that would make naruto weaker than Kushina who handled a fully powered 9 tail. Right?
 
No, it also has nine tails in terms of quantity, but in terms of quality it is half, Yang is half.
 
Naruto's Mom only rarely and forcibly used the fox's power if I remember correctly. Naruto on the other hand befriended Kumara and became a 'perfect' jinchuriki which always seemed to imply it being more powerful than standard fare. Eventually Naruto did get the other half of the fox from Obito of all people.

Naruto's mom could never fully access all of kumara's power because he hated her.
