Apparently, it was supposed to go to Minda and function as a trade hub there. Supposedly, the spaceports were being overwhelmed as trade grew, and it was cheaper to drag this behemoth of a ship over there than it was to upgrade the spaceports again.

Governor Tion was a fairly straight forward man, something I greatly appreciated about him. He was a native of Clok, his family having lived there since before the clone wars.
