You should realize that he's been basically just forcibly woken up, and that it's apparently fairly complicated to fix even for him. He'd probably have been less incompetent-looking if he slept properly, but at this point he probably just wants back into bed at any cost, and isn't thinking properly about what it would look like.If the culprit was Gareth, Arbor's behavior doesn't seem believable. That he's at first unwilling to believe Taylor is OK. But after seeing video evidence? That he'd just go "can't be arsed to do anything about it without extra compensation" is ridiculous levels of incompetent. That's like a bank manager saying "Oh seems that our systems do allow other people to withdraw money from your account. But I don't feel like doing anything about that unless you pay me personally, or at least give a blowjob". Even if the manager was incompetent/corrupt/evil, it seems ridiculous that they'd openly say that to a customer's face. Either the contestant really has no rights and the contract has little value, or Arbor seems like a caricature.
Also, if it's an actual loophole, it doesn't sound like one he could fix generically. It sounds more like "yes, it does seem that our system allowed other people to withdraw money from your account, which isn't supposed to be possible and I'll forward that to my superiors, but I can't really do anything about it personally - that said, I technically can manually fix this specific case, but it would be a lot of work for me on what isn't even supposed to be my working hours, so I'll only do that if you pay me for the overtime, or if you don't have that kind of money, at least give me a blowjob".
I admit that, even with this in mind, he's a bit stubborn. But that's just what bosses (...well, fictional bosses, at least) are like normally.
