I felt it appropriate as during that time in my playthrough, Camelot was a huge difficulty spike just after E Pluribus Unum, so she didn't really have to fight all that much on her own. Not only that, but most mobs before that Singularity could be fought to subdue (the French Soldiers, the Roman Legionairies, and even the Okeanos Pirates) or aren't even human to begin with; a good example being Werewolves, Zombies, the Homonculi in London, or Edison's robots. So if anything, Jeffrey was her very first human kill as she was caught unawares.

Also, she got turned into a Beast before the Lostbelts, as she sacrificed her Humanity in the battle against Goetia. So she wasn't even around before Goredolf arrived at Chaldea.
