Section 31: This is like the Dominion, another sensitive subject as I do not know within Starfleet Command's upper hierarchy who actually is aware of them or not so I proceed with assuming they are not known. Section 31 is a secretive organization that has been operating on it's own since the formation of the Federation. They use Starfleet's charter as a means to operate.
