But I suppose nothing stops you from voting for your Pokémon and then claiming a free starter from the professor to have two Pokémon right away. Can justify the brought one as a family Pokémon and a starter as your Pokémon.

Ash version is only known one. The one player get was from promotion demo that is said to be from Ash himself left the care of pokemon into player hand.
So this meant this pokemon is incredible rare.
Mental Bond, or rare version of this is likely needed.
This seem logical but I will handwaved this away. You can have Froakie with Battle Bond but since that ability exists only in final evolution, your Froakie effectively have no ability until then and you need to train with it to increase the odd of transformation after defeat a enemy. Even if it fails to transformed, there still greater chance of raise offensive stats to include the fact that one of version that has that transformation only exist in one game and by the next game, it just raise stats.
