A lot of Chinese writers tend to write Sarutobi Hiruzen as an average Chinese leader, you know, formerly competent now incompetent, corrupt surrounded by other corrupt, valuing familial ties over greater good... but if you take into consideration of how accepting of NTR Japanese culture and leadership is, this all falls apart, because often "Chinese Hiruzen" wants his son to become Hokage, but this proves false.
I hate to be a bother but I am curious, are you going to continue Strange Harmony? Or has your muse left you for it? I enjoyed the story a lot but I do totally understand if it just isn't working out for you. Even if you don't thank you and I appreciate all the effort you have put into your stories.

To answer your question, I'm currently busy with PTIC, but coming back to Voices is among the things I want to do once I'm done with it. I'm not yet settled on the project I'll pick back up afterward, but the new prologue I released for a possible rewrite has been released in my snippet thread. :3

He has a MAG boost, Mage to strengthen spells after that and make spells more flexible, and Mystery to do weird shit spells shouldn't be able to do and make his books real good.

That's on top of Wicca Hazel too, and all of that helps out his buff spell.

He may not have as much as Asfi, but he has a tighter kit and also she's kind of a dumb person, so it all evens out.
