Why does she abandon the earth path? Is it to be with her friends and lovers? is it because deaing with the whole situation with Daizan changed her personality and desires in life, and thus her path? Or was it more politicallly motivated, to try and escape an enemy of some kind?

She had walked the Earth Path ever since she was young in truth because she wanted to be as strong and proud as her father she knew about from rumors. But after failing to win his love, she doesn't want anything of his to be a part of her. She wants to throw it away.

And for regular guys, minor spirits and temporary bindings for miitas? Civic religious ceremonies for power boosts as needed for jobs or self defense as a group

So keep in mind there's been a long period of peace thanks to the shogun and the huge full standing armies of the past have all basically withered away, except for the immortal army which is really a shell of its former self, but the various clans, nobles, and secs still fight each othe. Its just less open warfare and blood shed and more complicated political posturing and spies.

So how it works is that the capital technically has the right to enter any nobles land and do a extensive search for any so called contraband, which includes weapons, money, alchemic drugs, whatever, and in the past was a rubberstamp the shogun gave to his army to pillage from their enemies. But in practice now, the shogun very rarely uses this power unless that noble specifically pisses him off.

So the various nobles, knowing they can't fight the shogun, let alone the army and various clans backing him, go out their way not to push the envelope to hard, knowing if they do their land will get ransacked. And the big rule with the shogun is to prevent things from escaliting. A few sunken merchant ships, blackmailing someone, some "bandits" appearing, as long as it doesn't escalate the shogun doesn't care.

But if nobles start getting killed, or huge shonen battle start happening, the shogun gets involved, he does an investiagation, and even if your found not guilty a lot of times he'll find ways to screw you over as well since to him the nail that stands out is a future threat.

So he'll usually give you an honor you can't turn down that also acts like a chain, something like making your son a guard to the emperor and forcing him to live in the capital from now on as a practical hostage. So even people who know their innocent, try really hard not to get him involved.

Small battles and assinations are allowed but go past it to large scale conflict and get an iron boot

Exactly and since ninja were specifically bred to be loyal, their usually the ones doing it, signifigantly increasing the power and influnce they have and is causing tension with some of the more dogmatic light side chi users who don't like how accepted and influential Ninja have become.

Noble houses proud of pure Chi and no ninja use

Yep, just as there's noble clans that are exclusivly dark chi users and they hate each other as much as you can imagine.

And Chi is for every warrior worthy of note? Standard practice?

Yeah, for me chi is the basic magic system. Everyone has it, everyone has the potential to wield it. Really you could call it chakra, mana,or hell even magic and it would really change anything to be honest.
