But in the long run my idea is that New Wave starts becoming stronger and more of a symbol and starts getting a bigger target on them, they try to find ways to better protect themselves. Whether that be recruiting more members, finding ways to make more money, or building political connections with local leaders, basically they slowly evolve into a gang. But I want it to be slow and subtle.

Well, I think a big part about it is that they don't have any goals. Its purely selfish desire to be safe and to not have to hide their romance with each other. They want to be able to kiss in public and have a ton of incest babies and not have to worry about them getting shot at or thrown in jail. Fundamentally they want ultimate freedom and that means ultimate control.

Ignoring how stupidly useful Amy's power could be to the Case 53 projects, Alex's powers are not only incredibly powerful with the potential to get even more powerful but it makes him the perfect Parahuman warlord since his power quite literally allows him to keep the Parahuman's under his control from fighting each other.
