Nah, Umbridge was ineffectual as a whole, while Piggot was a Black Ops soldier up until Ellisburg fucked up her kidneys.

Honestly I see Piggot chafing at the restraints put on her by the PRT highers more than anyone, which doesn't help her attitude much by having to work with thoroughly unprofessional capes who only had a suffer one bad day for far too much power without any discipline behind them. She was a soldier, she understands that putting down threats so they can't be a threat later is sometimes required but she has orders to play catch and release with people like Hookwolf and Lung.

Not sure which race would fit her, but tough as nails and willing to spit on the world as it grinds her down would best describe her.
