In the first place, isn't potential in and of itself nothing if not an amalgamated IV/EV system where the Power of Friendship and Determination replaces bottlecaps?
It simultaneously determines the reward behind Effort, and indicates at-birth determined future Individual Growth (esp if you consider evolution to be a type of Rebirth)
