While Kokabiel orchestrated events that led to Issei's death at Raynare's hands, he did not explicitly instruct her to kill him. Raynare's actions were motivated by her desire to impress Azazel and advance in the ranks of the Fallen Angels. Kokabiel's plan involved using Issei as bait to provoke a conflict between the Three Factions, and Raynare's actions, while aligning with his goals, were ultimately her own initiativeDon't know if this is actual Canon or I just read it in a post and made it my headcanon.
